Urgent Property Matter

 One of my client Father & Mother having a 2 plot abt 250 Sq. Mtrs each at Jaipur. His Father & mother is no more since last 20 years. he executed a sale deed in favour of some other person by producing the will (so called forged). He is staying in Chennai. The said one of the sale deed is lying with my client and he has not handed over the said sale deed till now because of non payment of balance consideration. The said plot not transferred in the name of other party in the records of Jaipur Development Authority.

now my question is that:

Can he take the succession certificate from the chennai court?

Can he after obtain the succession certificate transfer the said plot in records of JDA.

can he sale the said plot to any third party?

He can obtain succession certificate from the court wherein such property situates and he cannot sale legally to any third party because he has already sold it but the registered sale-deed remains to be executed and entered in the record.
