What could be the validity of chq dtd 30.09.2012 issued by company who has been restarined by BIFR not to make payments to Unsecured Creditors.

The cheque should not have been issued at the first place. NI 138 action can not be avoided.
However you can contest the case on other technicals which are many and it is easy to come out of any cheque bounce case.
