Want to file a case against bses in cgrf court bses rajdhani

I want to file a case in CGRF Court BSES Rajdhani against a "speaking order" passed by BSES Rajdhani for disconnection of my electricity connetion at home. Presently the Delhi High Court has stayed the disconnection order and has directed me to approach the CGRF BSES Rajdhani Court and seek further relief from them.  I reside in vasant vihar, New Delhi  PIN 110057.
