As per your concern it is essential to understand the role of a court registrar and for whom the term is used in legal essence. Basically, the registrar is a Chief Executive officer of a judicial forum. They play the role of an in-charge of the entire registry of the department. In common law jurisdictions (eg. India, Canada, Botswana, Cyprus etc), registrars are usually judicial officers with the power to hear certain civil matters such as interlocutory applications and assessment of damages.

Henceforth, the status shown in court statuses - "service/compliance before registrar" in simple signifies that there must be some notice issued named 'service', for which an affidavit is requisite to be submitted before the registrar.
