Whether this amonts to intrusion of privacy or defamation?

The Applicant has sought information from bank by the way of RTI on certain general queries which relates to operation, defreezing of account.The bank didn't respond to queries. The Applicant file the First Appeal before bank and the CPIO replied that these queries are in form of certain question aire and cannot be divulged under RTI Act.Then he file the second Appeal Application before the Central Information Commission. The hearing came after period of one year.The CIC gave show cause for denying information to the Applicant and gave opportunity to the CPIO for its defence. The CIC further directed to supply information to the Applicant..The CPIO contacted to the third party( his sister in law) and obtain letter that Applicant is trying to withdraw money from her bank account  but concealed such letters before the CIC.The CIC finally imposed penalty on the CPIO.The CPIO Challenged the Order of the CIC by making Applicant as party before High Court and made wrong allegations on the Applicant by annexing the letters of sister in law.

The Applicant shocked to learn from the contenst of the writ petition and came to know that he has sought information o general queries and how can CPIO can go into such extent
The Applicant came to know that CPIO has checked the wherabouts of the Applicant and has nexus with his sister in law and her father and made conspiracy in order to defame the name

The H.C find no merits in writ petition of the CPIO and dismissed it

Therafter, the Applicant has made complaint to the higher officals of the bank and demanding enquiry of the Incident.Since CPIO is at good rank, the bank forward all of his complaints to his office and made reply in their favour

In such circumstances, what is the alternative left for the Applicant for filing suit? Whether this amounts to intrusion of privacy or defamation caused to him? Whether writ petition is maintainable?
