As per your query, let me tell you that 'Yes' it is absolutely illegal to keep a bird in captivity. The main reason behind this is that "BIRDS" are covered under the Wildlife Protection Act (WPA) 1972 which makes it illegal to catch, keep, kill, buy or sell birds or even damage their nests.

In addition to this, the offender as per the provision is liable for a punishment that includes a fine (500 INR) and an imprisonment of up to five years.

Hope It Helps!

Is keeping pigeon illegal under wildlife protection act ? According to Wildlife Protection Act, 1972 (WPA), no Indian birds can be kept legally which makes it illegal to catch, kill, buy, sell and keep them as a pet. And, those who keep birds illegally are sentenced to prison up to six years or a fine over Rs. 5000. Very few people know that keeping parakeet, pigeon or turtle is illegal under Wildlife Protection Act, 1972 as they are feel to be protected. All the ancient birds are covered under this act except lovebirds and blue rock pigeons. And, anyone keeping birds as their pets must handover them to the forest department or leave them in parks, lakes and forests. And, in my opinion it is a very wise of government to make such decision of making it illegal to keep birds as pets because they are very free creatures whose nature is to fly free into the sky and live freely without caging for lifetime. But, people out of their hobby keeps the birds into a cage which takes their freedom away and let not see the world they are supposed and deserve to feel and live by birth.
