Will police arrest the accused or after investigations they will

"Your complaint has been booked as crime no: ×××/2019 u/s 354,406,420,506-IPC"
are these sections bailable ? will they arrest the accused ? or after investigation they will arrest ?

flat owner has taken advance from us done agreement and sold the property to 3rd person with in agreement time and when asked behaved appropriately... so I booked a complaint in the P.S .. but still no action is being taken on them and they r freely moving. I got a message on my phone as ur complaint booked under crime number xxx/2019 u/s 420 406 506 354 IPC .
I am not sure wheather this FIR is registered or not , as the accused are still with no fear.

Facts posted suggests the matter to be a civil dispute. The Police have no authority to interfere in civil disputes. The right procedure is to initiate civil action.
