Will the builder has the right to name the apartment on his own?

Refer to the development agreement. Right of naming of building lies with the developer.

The developer can very well name the apartment building, however if the owners would like to change the name of the apartment, they can follow the procedures meant for the purpose

Apartment name I bought the flat in 6 flats(3 floor apartment) and that's constructed by buildier on thrird party land with agreemnt of 3 flats for pervious land owner and remaining 3 sold.
