Makkad ji,

If a right person can not get justice in the court he may appeal, in appeal also if he gets injustice, only alternative to him to seek help from settelment people. At present this situation we can see in our society. Legal sense we advocates may not accept this wisdom quote.

Johann Wolfgang von Goethe was a great German writer and polymath.Goethe's works span the fields of poetrydramaliteraturetheologyphilosophyhumanism and science.

It would be really improper to literally interpret the thoughts of such a great writer as illegal in just a sentence while jumping from thread to thread.In fact the same thought was said by Goethe centuries before the so called Laws that classified "legal and Illegal" statements ever existed.

Again you can also read it like:

“A judge who cannot punish [the criminals even after finding that they are criminals], in the end associates themselves [virtually in the side not where justice subsists but where justice subsides ie..] with the criminal.”

It is totally upto us whether to find good or bad in things.
