Builder die before handing over the flat

Dear Lawyers,

I want to know your legal advice.  

I made a SALE AGREEMENT of a flat in Hyderabad.,  Firstly as per the agreement Builder did not complete the flat on time due to a  minor dispute between the landlord and builder.  The builder is a registered irrecoverable GPA holder of this land. All of a sudden Builder die due to a heart attack and then suddenly his wife dies also.,  they don't have any children.   Now Land Lords are telling us that we don't have any right to claim the flat because I paid money to the builder, not to the landlords.

Can you advise me on what steps I have to take to claim my flat?  I already paid the full amount but the building and flat are still incomplete,  75% work is done.

The owner gave Power to the builder to develop the land and sell it as flats on behalf of the owner. So the owner is responsible to solve the issue.

Yes, PoA having died, the principal i.e. owner is liable.
