Buying resale flat without seller's sale deed

We are planning to buy a resale flat from 1st buyer who purchased the flat from builder in 2001. the present owner doesnt have the sale deed agreement for the flat. however there is society allotment letter + society shares letter issued in seller's name.

also the building doesnt have OC. 

3 queries:

1) is it advisable to go for this flat?

2) if seller wants to get registration done now after 12 years of buying the flat before transferring the title on us whats the procedure and cost involved

3) what documents needs to be checked before we make the payment for the flat?
