delay in course by private institute

hello
Gaurav here
my course duration 2 year but because of COVID 2 year already delayed but still my education not completed after COVID 95% fees already paid but course not completed even 20% i send them notice for withdrawal admission but they denied for give return fees and threats me and my parents if not pay you declare dropout & mentally harassment from last 4 year from institute can I file FIR or Consumer Court ???

You can opt for both the options of lodging FIR as well as complaint in consumer disputes redressal commission

Yes, Such act of  institute comes under purview of deficiency in their services for which they are liable to compensate you.File complaint before District Consumer Commission as well as lodge FIR against institute and it's authorities.
