Land sales without title

 

A person looking after an agricultural land for more than 10 years, it was provided by the Government of India to a military man. It was under his possession, he pays land tax, electricity bill regularly in the name of military man. The whereabouts of aged Military man is not known; he borrowed some money from the person who is looking after it.

What is the procedure to get back the amount given to the ex. Military person? He is interested to sell/change/transfer the land title to a person due to his age (70 +). Kindly inform us to get back the loan amount without any legal records?. If at all anyone come forward to return the amount with interest, procedure to transfer it?A person looking after an agricultural land for more than 10 years, it was provided by the Government of India to a military man. Military man borrowed some money from the person to seek health facilities who is looking after it. How to hand it over to a third person without proper records.

Whether unclimed land title can be transfered to another one by getting his loan amount to original owner?
