@Querist,

 

It depends upon the content of the letter sent by speed-post.If the content of the letter says the offence is of cognizable offence,the police may start a primilinary investigation and then after may lodge an FIR if commission of the offence is verified. In case,where the content shows the mentioned offence is of the non-cognizable offence,no police will investigate the matter unless get instruction from the Magistrate(where police makes him aware of such occurance of offence which is non-cognizable is nature).He takes such complaint(general definition and not that give in CRPC)by maintaining daily diary/police diary/station diary.

Thanks for your response.

Making of Latrine Dip (Latrine Tank) on road (a govt. property). Is it a cognizable offence for which I had made the complaint to the police station as well as Tehsildar of that Taluka.

Creating obstruction or degrading a public property generally comes under cognizable offence.

 

section 431 & section 432 of IPC can be attracted.
