ownership by adverse possession

my mother in 1997 bought a property from the poa holder of allotte ( a ghaziabad development authority property) on  power of attorney and will (both registered) and agreement to sell(unregistered).

the property was registered  in the name of allotte and poa holder sign it on behalf of allotte in 1998(as per authority rule that only first poa holder can sign sale deed)

my mother expired in 2007. so as per registree papers the allootte is the owner of property and even his poa holder can register this property to any other person.

we have requested both allotte and his poa holder to register the property  in our name by paying stamp duty on current cirlce rates but they are refusing and are even not ready to talk to us.

we have the possession of above said plot from 1997.Can we file a suit for ownership by adverse possession.? or there will be any other way to get the title of property.
