Possesion letter

I took possession of my flat in Pune in Oct 2009.For some reasons I just collected the keys of my flat and did not collect the possession letter and parking allotment letter from builder. Now I want to resale my flat. And when I asked builder (Wadhwani Constructions) to give me my possession letter and parking allotment letter he started blackmailing me by saying if you want your documents then 1st pay VAT. Builder has handed over the society but conveyance deed is pending. My queries are

1) Can wadhwani construction deny me from giving my docs (possession letter and parking allotment letter)?

2) Can’t I resale my property without possession letter?

3) Will soft copies work (once builder mailed me the scan copies of my flat's possession letter and parking allotment letter)

4) What is the solution?
