My tenat not paid rent for 5 months ,also refused the legal notice
he is rude and avoiding calls not willing to vacate

can I put new lock to my house because he as refuse legal notice
is it legal to lock ....please suggest on this ...?

we are very much dependent on this rent we are very poor

File an eviction suit against the tenant.

You may initiate eviction proceedings against your tenant but should not put any lock or obstructions on tenants premises.

Yes as rightly observed by experts above, you may have to initiate an eviction suit to evict the tenant by due process of law
