property issue

hi every body,

23 yrs ago my father has purchased a  land from his uncle  the sale transaction  was   recorded on plain paper  with  seller signature on Revenue stamp . but  we r in the  possession of the land for more than 25 years.  we have proof for the possession of the property. now my father want to tranfer that property in my name.  when we went to register office they said  that we need to wait for  some government order in order to change the title of the property bec the property is given by the government to the poor people so no one has right to transfer unless govt pas the G.O.   Anybody pls reply me is it possible to  change the title of the property  in my name through court declaration or else suggest me any solution.?  thanks  in advance
