Purchased apartment, but owner has the originals...help

We purchased a new apartment  in Hyderabad and paid more than 90% of the price. The owner/builder transfered the registration to us, how ever the property registration office sent the originals to the owner (not sure if that is the norm) .


So the problem is since there is some unfinished work with the Apartment, we agreed to hold the 10% balance until finished. now the owner is not completing the work and also not giving us the papers (originals)


question is, since the property is officially registered on our names, can we just get the duplicate registration papers and move on with completing the work our selves ? Is having duplicate same as having the originals ? Can the owner/builder has any rights on this property now that it is legally transferred?

any suggestions ?

it is advisable to write to the Sub-Registrar office asking for duplicate copy of the deed. Also you need to file an FIR with the Local Police station for the lost of the Original Documents. issue an advertisement in the two local newspapers about lost/misplaced of the original documents. Thus, builder won't be able to misuse it.
