Re.sra property

We had purchase flat in SRA before locking period , now 12 years  completed we want to transfer on our name , so need to pay stamp duty ,registration charges, but old seller is not ready to give us sign on transfer paper. we have all sale agreement with registration. now need suggestion, is it possible to pay stamp duty and registration amount without his sign and pan card no ? any other solution ?

There was a blunder on your part as such transfer is voidable as per laid down norms.  Contact a local advocate.  Agreement to sell is just a document but sale deed is a good title.

What do you mean from connotation 'SRA' ?

How did you calculate 12 years ( for possession or any other form) ?

File a suit of declaration  or specific performance on the basis agreement to sell.

It would be better to consult and engage a local prudent lawyer for appreciation of facts and documents, professional advise and necessary proceeding.
