Releasing letter

I was working in a firm for 2 years and 9 months,The comapny notice period is 2 months.But I left the company after serving 18 days notice period. My resignation was accepted and before leaving the company I had completed all formalities like handover. After this it was vebally agreed by the HR that i will be issued a release letter as i have completed all formalities. Its six months now  but i have not received any documents. 

I had mailed them about it.4 months back they replied  on my mail that my release letter is under process and will be dispatched soon but since then there was no response and didnot reply to my mails and phone calls.

Once by phone they indicated that i might not get my release letter but advsied will check about it. Again after that there was no response even after sending a number of mails to the company.

I had recenly sent out a mail stating that if there is no response, I will be forced to take the legal procedure but still there is no response.

I fear that if i proceed with legal action then they might not respond correctly to the banckgroud verification done by the new company.

 

Pleas give your valuable opinion on how i can proceed in this case.

You can send a legal notice through a lawyer.
