Transfer Late father's property to mother

My father had bought a flat in Dombivli, Maharashtra in 1984. He expired in 1999. How can we transfer this property to my mothers name? So that we can sell the flat. we have the agreement (on stamp paper) and share certificates. What will be the procedure & where should we get this done?

Thanks in advance.

First obtain thesurvivors certificate by the revenue department and get enter the names of the legal heirs of your deceased father's property and after that relinquish your rights to your mother.  It is legal way.  All the legal heirs also can execute the power of attorney to your mother to sell your share in the property.
