Two old flat owners of our multi-storey building have decided the maintenance amount arbitrarily and are collecting it from all the flat owners.
On talk of reducing the maintenance amount, they threaten to cut off the electricity and water supply. They do not allow the formation of a new committee nor do they get the registration done.
When two new flat owners protested against the arbitrariness in the building and did not pay the maintenance, their water supply was cut without listening to them.
What action should both the families take?
Can anyone cut off the water supply without listening to anyone?
Is this legally correct?

This is a criminal offense. They don't have any rights either to collect the maintenance or cut off the water or electricity supply.
A complaint with police against their atrocious act and offensive attitude will fetch you the relief.
