Charges levied on open terrace

Greetings and thank you in advance for your valuable inputs.

We own a flat and an adjacent open terrace both agreements are made even though share certificate is issued only to the flat an d not terrace .The common open terrace of the society is above our flat .I wanted to know if society can charge for the terrace maintenance alongwith the maintenance for the flat .Also if it was agreed to charge 1/3rd or 1/2 of the charges to the flat (both are of same area) from now on then is it legal .

Also  will it be liable for any additional fund generation ex. towards tarring of roads in the society or any non routine activity .Do we need to pay this additional charge  everytime a new fund is to be generated for any acitvity apart from the monthly charge  levied Present problem :The new committee has decide to revise the maintenance of all flats based on  SQ FT. area and said they are going to charge us 1/3rd from this year for the terrace .Additional  funds for the tarring of roads is to be collected for the next 5 months for which also they are charging 1/3 for the terrace.Is this justified as they had said 1/3 rd will be charged for maintenance and nothing was said about these additional work .
