clarification

The Division Bench has upheld  the direction  given to the respondents by the Single Judge to include the names of the petitioners in the panel for the higher post which has already been approved. But it has not ordered any timeframe to implement  such direction. Till now the respondents has not implemented the direction evenafter 6 months. Whether

1.a Writ of mandumus has again to be filed for the execution of the direction, or

2. a contempt notice can be given for the non-implementation of the direction and then a contempt petition may be filed, if it is not implemented.

A writ of mandamus seeking direction to implement the order is sufficient.  A contempt petition would further complicate the matter and not advisable.
