What is the minimum workforce while clousing down the Factory / Establishment ? What are statutory norms are observing ?

The question is vague.The closure can be resorted to irrespective of number of employees.
However different procedures apply for establishments having<100 workmen and those having >100 workmen.Those provisions can be seen in chapter VA and VB of the I.D.Act 1947.
The best course would be to do some homework and approach the forum only in case of
difficulty.
