There are two terms which come into play

Posting : can be from one seat to another   ;  from one office to a different offioce but in same town  ;   also to a higher post in same office or in different office in same town

Transfer basically means the employee has to shift to another town with bag , baggage and family and involves trransfer allowance etc

Which type of  deputing to iother place of work is done by you will decide

The first one you have vast powers

Second he must raise objections for allowances etc or his family problems etc

          You can conclude

Dear Suresh ji,

Thank you very much for early response, the company has provided all extra benifits a part from his salary. Even though he refused , he has convied by all the staff personal but he wants to stick to his home town. But my higher authorities are given presure to 'Terminate' or ask him to submit resignation. What to do ???

Serve him a notice to join the new place of posting within _ days or your services are liable to be terminated

Also say he will not be entitled for pay in the intervening period as he is not performing his duties

You can also say that you are hereby being releived from duties from present place of postin , if not relieved yet , .

Let us see what he does

If still does not Terminate his services

Further

Administration CANNOT SUGGEST THAT HE MAY RESIGN

IT HAS TO BE HIS DECISION , NOT YOUR SUGGESSION

Not so easy termination.  Ther ehas to be a chargehseet because there is a specific misconduct imputed against him
