Dog menace in apartment

Sirs,please clarify can a tenant keep a ferocious dog on an apartment??
A tenant lives in ground floor of our apartment has kept a ferocious dog who always barks at all the apartment people whenever they enter and goes outside our apartment.... our apartment has no lift and has 2 floors and all of us has to use the staircase which is located near the tenant's flat... The tenant always keeps their flat door open and the moment somebody uses the staircase the dog barks and lunges at the people... The tenant is very reckless and doesn't use a leash on the dog and abuses everybody whoever questions him.. recently the dog lunges at my kids and my son who is 3 years old and is a special needs kid is scared to use the staircase... we complained to the house owner who lives in abroad said he didn't gave any permission to the tenant to keep a dog and he came to knew about the dog after some of the residents complained to him about the tenant.... can a tenant keep such a dog at an apartment complex?? can anyone explains the legality behind this issue...

You can follow the steps given below"

  1. Ask your neighbor to keep the dog quiet, if he is not listening to polite words, then you can issue a legal notice to him in this regard and notify him that you will initiate legal action if he is not controlling his dog  from barking and lunging 
  2. Contact animal control authorities and request that they enforce local laws restricting noise.
  3. Call the police.
  4. Bring a nuisance lawsuit in small causes court.
