General poa - 100 or 500 stamp?

My uncle has given me a general POA that also covers shares.

I had applied to a company for misplaced share certificates using that POA.

The company rejected the POA stating that it should have been of Rs 500 stamp paper and should carry full address of notary public.

I am from Gujarat.

Is Rs 100 stamp paper not enough for general POA in Gujarat?
