ITR Provisions

Hi, I have a question.

I have a friend working in the British Embassy (name cannot be disclosed because the Organisation does not allow to reveal their identity to public and their work process) who are paid by the British Government & according to him the salary whatsoever he receives is already going through the tax processing i.e. his salary is been deducted by the Indian Tax Law and paid to the government whatsoever proportion it is.

Now since He recieves the salary after all deductions, is it mandatory for him to spend moreover on the ITR since he is paying the Government of India every month by his salary?

Shouldn't he be exempted from the ITR?
