Is there any law which state that Kisan credit card loan will be recovered from their legal heirs after death of Kisan card holder.

All loans have a clause that includes heirs. So the agriculture loan would need to be paid by the heirs. If they can't pay then the mortgaged asset can be liquidated and the loan recovered. If it's an unsecured loan, then the bank would file a suit in the appropriate court to recover the money.
