Legal Complaint Under Art 350 of Constitution Of India.
1.-That in the Western Uttar Pardesh there is no legal justice bench of High Court judges for the client and litigants suffering from injustices in Western Uttar Pardesh for so long. That U.P State has very large state in population and has largest number of people of India living in this state below poverty. That the litigants & victims of this western U.P area facing day to day problems of social injustice crime and for this the system of court working procedure is missing here for contesting cases up to High Court level in less amount of money & time to spend from their hard earned meager savings. That the Central Government of India has immense power in law and in the constitution of India to set up any legal bench of High Court judges in Western Uttar Pardesh anywhere which brings fast and speedy justice in less amount of money & time to spend for daily problems of litigants get suffering for so long till today. That the 22 District Courts of Western Uttar Pardesh are also on daily protest strike for demanding High Court bench in Western U.P and that why the judiciary daily work are going his bad times in Western Uttar Pardesh and due to that the crime ratio of 22 district has increased so much has the lawbreakers, hooligans and criminals having no fear of law and courts and state police in these 22 districts. So in last kindly allow a legal bench of High Court judges in Western Uttar Pardesh for the saving the people of U.P for day to day crimes and social injustice to get tackle easily thru legal system of enacted laws.
2.-That I daily practice in courts of Western U.P adjacent many surrounded cities district courts like Muzaffarnagar, Saharanpur , Meerut & Ghaziabad etc and found similar lethargy and insincere court work and many tough daily problems which may be changed by you only as you are the highest governed authority to change these problem which are as follows:-
a) Be provide good infrastructure and modern style district courts so that people feel that they are entering a temple of god where the pupil of God i.e judges in human form may give justice to them on their remaining life time or life span of longevity before death without any partiality;
b) That monitoring all class of public servant & judges attendance daily and day to day working time & its efficiency be recorded for creating tight discipline and sincerity in their given work of law assigned to them;
c) That cut out any unwarranted protest strike and holiday of the public servant in law and also for the local Bar strike on death of an advocate or judge as due to loss of one human life all other alive people in the society may suffer their time and money for this act of god true for every human life gone one day to god when his/her time get over and out ;
d) That making a District courts cause list display LCD board list all the local matter of all courts running on that display board day to day basis like in High courts and Supreme court of India day to day in all court proceedings going on;
e) That in entrance routes of District courts make a tight full proof security check so that the litigants, advocates and witnesses are get safe from the unprecedented attack by the local hooligans and mischievous people of the Indian society mixed in between us and can’t be seen & catch easily till they not attacked on victims, advocates & witnesses and other people of India.
f) That the court in Western U.P is working on just one or two days and rest number of calendar week days the unwarranted strike is going will have to be stopped so that all the six working days the court of Western U.P working in full working hours in each and every opening day;
g) That all the daily interim and final orders of all the subordinate courts in District court comes online in just one day and the litigants and the advocates may see it online like in High courts and Supreme court of India is going on.
h) That making a separate bench In Western U.P may speed up work efficiency of judiciary in discipline & sincerity of High court bench as Supervision & monitoring autonomous body in all the 22 District courts of Western Uttar Pardesh easily located just few kilometer away from local surrounded cities in Western Uttar Pardesh. The number of cases and suits which have pending since long will be disposed of easily on time with good judgment for the suffered litigants on time and due to that crime is spread less in these 22 District in sincerity of High court set up bench.
i) That you mentioned that under Sec 148 of CPC 1908 no court of law can give more than 30 number of next court date of case hearing but here due to daily legal problems and work pressure load on judges the court next dates are giving from 1.5 months to 3 months in criminal and civil cases then how a bona fide cases and suit be decide on time in their life time of litigant. So kindly make new justice courts so that the heavy work load may divide to all judicial officers equally and also amend in legislature both in CrPC and CPC and other enacted laws to give each and every court next date in just seven 7 days each and after when the cases and suits are adjourned for case hearing on next date.
j) That due to leave of any public servant officer kindly appoint a link public servant officer or judge so that the cases and suits proceedings and its office work may go on day after day without suffering the leave of that officer who is in charge of his chair or court of law.
3.- That in Western U.P in between train journey of Meerut and Saharanpur there is no double line Railway line track made in last 66 years of Independence day and due to that people of Western U.P who travel locally thru train to back and forth making their valuable time of life getting waste which causes loss of earnings in to their family life and also to the Government of India as less the people may work the less the State may earn from the people of India. Today the world is very fast and for this we have to be fast also so that every people of India may give his full efficiency time and strength into their work in India in all aspects. That a single local passenger train No. 54541 has been running in between Meerut to Ambala while since independence 1947 population was increased “three times” and the number of train in between Meerut to Saharanpur in morning at 7.05 AM is still single one in last 66 years. So kindly allow minimum two journey trains to get start off in between Meerut to Saharanpur so that local city and village people may travel easily without getting botheration of this single one train be crowded heavily from inside and is risky to travel and makes petty fight on seat sitting request day to day basis.

So kindly solve & resolve the above three deep problems which I mentioned in the Para 1, 2 and 3 and provide good governance in the India for the welfare of the state and its people of India without “any partiality in between state to state or racial discrimination in Sex, religion, caste and locality” for giving gender justice & dignified life with liberty and freedom of speech & expression to the all human beings in Western Uttar Pardesh.
