moot court memorial problem(need help regarding issues)

on the banks of river pranahitha,a perennial river,at a point where there is thick forest and few villages with bounty of flora and fauna and also some endangered species of wild life,the government of x backed by central government proposed to construct and develop a few industries such as paper ,rexine,plastic,because these villages are backward and underdeveloped and are leading to imbalanced regional development .The construction of such industries shall develop the area and generate lot of employmental organizations based in Hyderabad National Environmental Protection Society (NEPS) approaches the honorable moot court in public interest litigation .seeking relief to stop the construction of such industries as these industries shall pollute the environment and disturb the ecological balance .


The state of x and the resudents of the village contend that these industries shall provide them with means of livelihood and they are entitled under directive principles of state policy and fundamental rights of indian constitution.
The above case is before honorable moot court.


Issues:-
1)whether jurisdiction is there to NEPS
2)whether the case can fall under public interest litigation
3)whether FR of citizen are violated.
4)where state can protect their Citizens under the directive principles of state policy.
5)is there any appropriate relief.
