Need legal advice for starting a certification program

Hello,

My name is Sourav and I live in Khurdha (Odisha). 

I want to provide Web design & Development courses from my own residence, and want to offer completion certificate to my students. However, as far as the certification is concerned, is it mandatory to register the institution name? 

Please give me your ideas and suggestions on this.
