Oc received without drinking water available

Hi Team, I am currently living in Taloja which comes under Panvel Municipal Corporation(PMC). Builder has received the OC from PMC but we don't have drinking water connection /pipe line provided by PMC. And we have taken possession only after receiving OC. Now it is more than one and half years gone builder is providing packaged drinking water from our maintenance cost which he already took for 2 years at the time of possession also denying us to provide water by municipal pipe line. For toilet/washroom and other usage water is provided by bore-well and tanker which is again comes from maintenance cost. Our society is not yet formed. We are continuously following up with builder via Email /Meetings but he is not looking into this. So what actions we need to take ?

Form as Group and pool funds collectively.  Then engage an advocate or fight it out personally through District Forum.   This is not a difficult case and some of you may appear as a party in person and submit facts to the forum claiming refund of such charges, compensation for harassment and deficiency of services, etc.   But first, issue a detailed legal notice to the builder through Advocate which is a must.  If some of you appear as a party in person, the expenses may not be more than Rs.500/- towards actuals (stationery/fees, etc)

It is the manadatory responsibility of the builder to form and register a society and handover the possession of the property to the society within four months of the completion of the building. OC is issued by the municipal authorities only after all the facilities are made available. You should also approach the municipal authorities and find out how the OC was issued without the water facility being provided.
