Rule 6 of legal metrology act

Product is advertised on Amazon for online selling and officer of legal metrology Delhi office is demanding explanation for violation of rule 6(10)  of legal metrology (packaged commodity) rules 2011 for sale of led products. They are mentioning some missing mandatory declaration on the display in the electronic ad but not specifying the exact declaration which is missing even on request for clarification.

Please note that after notice ,Amazon has delisted and further sale stopped immediately after notice.

Can anyone exactly clarify rule 6(10) of legàl metrology act ?

Is this a punishable  legal offence without proper notification ?

Also, does Delhi based officer have jurisdiction because no supply/sale has been done in delhi?

(6) Any packaging material or wrapper which could not be exhausted by the manufacturer or packer, may be used for packing of the material up to *31st March, 2012, or till such date the packaging material or wrapper is exhausted, whichever is earlier, after making corrections required under these rules by way of stamping, or putting sticker or on-line printing, as the case may be. * Time extended vide GSR 734(E) dated 30.09. 2011

Does this mean that no corrections were made to the original packing is a violation of rule 6 ?
