Types of power of attorney - nri

what is the difference between the below two and are both valid in the eyes of law ?when it comes to giving power of attorney for NRI to buy property in india

a)
party a - lives abroad - want to buy a flat in india -goes for loan

gives adjuicated power to party b - party b signs doc -all docs reflects the power of attoney details like
adjuicationn number, sub reg office etc etc

(as per rules of bank A - PSU bank)

b)
party a - lives abroad - want to buy a flat in india

party b acts as a power of attorney agent and signs all doc. all the docs only says power of attorney agent, party b name, her details.  no other details of adjudicationn /adjucation number/sub registr off etc etc mentioned

(as per rules of bank B - PSU bank)
are both the above valid when it comes for party a to sell the property
