Unable to carry repair works to the building because of owner

Hello Lawyers,

I reside in a flat which is a pagdi system since 30 years and there is a legal dispute going on in the owners family. The case is between a daughter in law and mother in law as husband of both of them are dead now.

The session court after 15 years delivered verdict that the property be divided between mother in law and daughter in law. And now both of them have approached high court as they are not happy with verdict.

Now coming to the current situation we receive a notice from local administration to conduct the audit of the building as it is very old now.

After the audit of building was completed, auditor mentioned that the repairs are need to be done so that the building can stay in good position for 10-15 years.

So the repair works was started and now a person from owners family has asked us to stop the repair work.

We are not sure what is his right, but he is saying that he wants to redevelop building. We asked him if the mother in law and daughter in law have agreed with this decision on that he says that it is not our lookout to know about that and he will handle the same at his end.

He is talking with us very arrogantly and when we ask him about the ongoing case, he says that the same is his look out and he will handle that.

Should we hire a lawyer to handle this issue or should we speak to the mother in law and daughter in law directly as we do not know what is his motive. Please let me know how should we deal with this person.
