If a person holds property he cannot be a Sanyasi and vis-a-vis a sanyasi does not hold any property.

Suggest you to read this article, maybe you may get your answer: http://newshopper.sulekha.com/blogs/post/2004/05/who-is-a-sanyasi.htm

Sanysi means a person who sacrifies everything, in all means he is sanysi. He will not have the property and not bound by any responsibilities except god and religious work.
But swamis are different, some are family holders and some are sanyasis. Some swamis have properties in their name in such cases their legal heirs in herites the properties.

I think property will devolve according to succession act and if no heir to government as escheat

A sanyas cannot holds property on his own name. It may be in the name of some trust of religious organisation.
Raj Kumar Makkad (Expert) 26 October 2009
A sanyasi is also a citizen of India and as per law he is not precluded to have property with him. His Chela shall have first right to retain his property in his inheritance and if not available then his Math/asham and if not traceable then Govt.

2 similar cases have been decided by Hon'ble Apex Court. I had studied those but the same are not available at this very moment with me. I can find and provide for reference.
