Suppose If I filed a writ petition on Government Department (i.e Registrar of Firms Punjab) at Chandigarh, so what is the total time period till the final Judgement.Or is there any alternate for quick decision???

No one can predict the time frame for completion of the case. There is no alternatives as such for quick decisions.

prior to filing any such writ petition, its advisable to serve the department with a representation in detail.
as far as time to be consumed nothing can be said in specific terms.
if the writs gets admitted then it may come up for hearing may be after 5 years of 10 years and so on.
so better move a representation in detail, it really helps in getting the matter decided at the earliest. However gravity of the matter is also important to set course of the litigation.
take assistance of some lawyer in order to draft representation.

Availability of alternative remedy can be advised after reading the impugned order and local amendments of Punjab in Societies Registration Act.
So far time taken in WP is concerned, Mr Kiran Kumar has rightly advised. However, you can get a decision earlier if case is pursued promptly and effectively. I would advise you to take help of Mr Kiran Kumar not only through this forum but through effective personal consultation.

It may be a month, a year or decade...
First it has to be admitted, then government has to appear and give reply, then clarification.... many procedures to be followed
