who is competent authority to hear under MW Act in state

in the state of UP the assistant labour commissioners as well as DLC are functioning as authority to hear the matter under the Minimum wages Act ? Are they competent ? How? PL give the basis of Notification if any ? judgments in this regard ?

in the matter of state case the concerning magistrate of the police station where the case has been filed by the labour insp. as a complaint is the competent authority.
now your next qurey wiil be about the labour court(not a court but atirbunal which has some magistrate power in m.w.cases where labour can filed said case )
labour court deside the offance against labour complaint and then magistrate concerning police station deside the offance against state.
because the power of imprision is only judicial right.in hte labour matter.

Sri sharama ji , my question limited to the matter which relates the matters of section 20 (2) of the Minimum wages , whether the ALC and DLC in the UP Government are competent authorities under section 20(1) of the MW Act? or not , Please answer to resolve my query .
