Advance fee refund issue 5 days before starting the batch

Dear Sir/Madam,

I had taken registration for classes from a branch of **** Institute and paid the
full amount 10 days before starting the batch. & they give us provisional receipt
on which **Non-refundable and transferable is written**.

I want to cancel my registration & i Inform the Branch by Return Mail for
Cancellation 5 days before starting the batch.

But now the branch says your fees Amount will not be refunded.

please gives suggestion regarding this issue.

As per the said condition, the Institution "won't refund" your payment. Once again confirms you that you made "your signature" on the provisional Receipt or not.

I have not sign on provisional receipt
& they did not put revenue stamp on fee slip (amount are above rs. 5,000 )

issue legal notice to institute . file complaint before consumer forum for refund with interest
