Advocate not releasing papers & noc

Hello Sir...
On my street earlier one family was staying on paghdi system but landlord had removed them for developing property. They were not offered any place to stay and they are staying on street like beggar. Tenant had filed suit for the same in court by appointing private lawyer. While case is pending and reached to midlevel of proceeding tenant due to his financial incapability not able to pay full advocate fees accrued till that point of time. Now tenant requesting lawyer to return all original & attachted documents handed over to him during the proceeding and under his custody and also requesting to issue NOC to enable him to appoint public lawyer to carry on the proceeding as he stop attaining hearing, however lawyer is not showing any interest and threatening tenant that he will do police complaint and cause imprisonment.
Please guide in what way he can go ahead?? He is really such poor man needs guidance.

let the person approach the concerned Bar Council by way of appropriate application.

he is bound to retuurn the papers . complain to bar council .

A light has no lien on the documents of the client. If his fees has not been paid, the remedy in his hands is to recover it in the manner permitted by law. Complain to the State bar council.

Thanks for your valuable advice. I have given him complaint letter formate to submit bar council with required information and he will shortly follow your advice. He also said thank to all of you.
