Anomaly in upgradation of a govt post and its downgradation immidiately on his superannuation

can there be creation of a higher post in indian government to promote an individual to favour him and abolish the same on his superannuation . a court order negating it may please be provisioned please

Only administration is supposed to know the administrative requirement of the manpower and its level. Not even downgradation, even the post can be abolished on retirement of the incumbent. There is no place of the term like anomaly in the sanction, downgradation, upgradation or abolition of the posts with no scope of any say of an employee in this regard.
