Wheather prior notice is mandatory before intiation of Arbitration proceedings?

Absolutely.
Before initiating Arbitration proceedings, notice of 30 days to the opposite party is necessary which become a part of application for arbitration. (Section 11 (4) & (5) of Arbitration & Conciliation Act, 1996.
