when a company has an arbitration clause,can a customer file a suit in an appropriate court if he is not satisfied with the decision of the arbitrator?

yes you can approach, the arbitration agreement have you mention that if both party not satisfied then approach the court.

Not exactly a suit.... but if you are aggrieved by the arbitral award, you can take recourse to Section 34 of the Arbitration Act to set aside the award before the District Court

You can prefer an appeal in the civil court.
