Third party information cannot be provided as contained in RTI Act itself so there is no scope to provide secret information contained in the service book of an employee without his permission.

Yes Service Register also comes under the purview of RTI Act. I got the entire service register copy sent by Directorate of Medical Education when I sought information as to details of nominees endorsed in the service register related to my late father who had retired from Government Services in the post of Senior Civil Surgeon

Partha obtaining service record of you or your deceased father is no problem but obtaining service record of third party working on the post cannot be permitted t be provided under RTI Act.

Yes, you can get it. However, information regarding family members will be blurred u/s 10 of RTI Act. You may search www.cic.gov.in

as per section 11 of the act even third party information could be revealed,after sending a notice to the third party.
even the third party objects,the cpio/pio can reveal the information except in the case of trade or commercial secrets protected by law.
Disclosure may be allowed if the public interest in disclosure outweighs in importance an possible harm or injury to the interests of such third party.
