No. Police cannot arrest in such matter as this is purely a private civil matter.

REGARDING THE ILLEGAL CONSTRUCTION AND ARREST POWERS OF POLICE>

1.YOU MAY FILE A COMPLAINT TO THE LOCAL TOWN PLANNING AUTHORITIES .THEY WILL FIRST SEND A NOTICE TO CONCERNED PERSON REGARDING DEMOLITION OF PROPERTY AND THEN THEY WILL TAKE THE ACTION FOR DEMOLITION OF SAID CONSTRUCTION WITH THE HELP OF POLICE.AND IN CASE ANY ONE OBSTRUCTS DEMOLITION WORK THEN POLICE MAY ARREST THE SAID PERSONS.

IN CASE ANY FURTHER HELP IS REQUIRED KINDLY SEND DETAILS.
