My dear friends,
Please spread some light on the query that in case of Geeta Colony, Delhi-51, where the land has been on a perpetual Lease by L & DO Department , Delhi :- 1.
1. If someone wants to transfer the Lease Land, by the way of Assignment of Lease, Do it requires an N.O.C from the L & DO department before getting the Assignment, of Lease document registered before the concerned sub-registrar. Is this N.O.C is mandatory, and without this certificate, the AOL registration not possible ?
2. Is the assignment of Lease document can only be executed by the original Lessee or his/her nominee OR, can also be executed by his/her General attorney as well in favor of third party. To elaborate, if the original lessee has already delivered the possession on the basis of unregistered GPA, agreement to sell, Will etc, and now that person, wants to further transfer this property by the way of Assignment of Lease.

NOC from L & DO is compulsory, before that clear all dues.
Preferably get the property converted from leasehold to freehold before tranfering it out.

Go through the terms of original lease deed. NOC is required.
