Bringing liquor in gujarat from other state / abroad

Hi,
One of my client has visited India at Bhuj. He came from Musket to Mumbai and from Mumbai to Bhuj. He had a bottle in his checked in baggage which got broken during transit. He demanded a compensation from Airline. Airline has refused to give and informed him that he can not bring liquor in Gujarat as it is a dry state where there is prohibition on liquor. Now my question is is it possible to being liquor into Gujarat from other state/nation under any pre-approved permit or it is not at all possible and a person has to get permit first and then only he can buy liquor in GUJARAT only. Pls clarify as it is a matter of quick compensation. Thanks.

Once the State is declared as dry like my State permit like medical permit etc, is necessary to bring in liquor from foreign country/neighboring State etc. But let me also add that this liquor prohibition Act in India, in which ever State it may be, is the Mother of Hypocrite Law.

Dear Mr. Assumi, Thanks for your reply. But still I am not clear. My question was in a dry state like Gujarat, is it necessary to enter with pre approved permit or a liquor bottle from Foreign country or from any state of india into Gujarat is totally prohibited.
Gentelmen, pls answer to that extent as I tried to search net for many hours but did nto get specific answer. Pls advise accordingly.

Dear Mr. Parthiv,
After taking permit from state excise you will be able to bring liquor in your state. One of my client is in the business of Red wine and we have sent a consignment to Gujrat recently.

Many thanks. You mean to say even if a person wants to get a single bottle of liquor to Gujarat, he should have a permit from State Excise Dept. which any intended trader should have taken in advance??
In my case passenger was carrying a single bottle of liquor by flight from Mumbai in his checked in baggage. Could you please throw some light on this??

This is also an offence as per law applicable in Gujarat.

Foreigners, as well as Defence Personnels,Though Origin Gujarat are having permit to bring and deink alcohol in Gujarat.
Anybody can get transit permit and transport liquor for personal use. Just Rs. 10/- fee for two btl. , issues ed by excise dept
I fail to understand, how your client involved in it., as u r not adv.
& is not a big issue, if u fail and neglected to pack properly and bottle breaks during transit!!
